You turn your site on from your account page, not from the site editor. Log in to your account page and use the turn-on button to go live.
If your site is still in preview or demo mode, a banner at the top of your site editor points you to the same place.
Going live is also when your billing starts. So turn it on when your site is ready for customers.
After your site is live, Google still needs time to find it. That takes weeks, not minutes. Being live is the start, not the finish.
